Final Cut Pro, Motion 5, and Compressor 4 require a graphics card that supports Metal, an Apple technology that lets the system and apps efficiently tap into the capabilities of today’s graphics processors (GPUs). If you're editing 4K video, using 3D titles, or editing 360º video, 1GB of VRAM is recommended.

Ive testet it on two machines (MacBook Pro Late 2013 and MacBook Pro 2016 with Radeon 460 card). It happens on both machines when using OpenCL or Metal with Premiere. It doesn't happen when I set the render engine to CUDA (which I can of course only do on the 2013 Macbook with an NVIDIA card) or 'Software only' mode.

I have done quite a bit of work with Premiere Pro CC using a late 2013 Mac Pro with the exact specifications that you posted. I have never had a problem. However, there is a long thread on the Adobe Forums (dating back to about May of 2014) of people who have reported artifacts (colored lines, etc.) in their renders using the Late 2013 Mac Pro with Adobe's Media Encoder, PP, and AE. However, both Adobe and Apple appear to have addressed the issue sucessfully as I have not seen any recent postings complaining of this issue.
